The Demise of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the current period. By day, political struggles are fought: positive announcements are issued from multiple capitals. Considerable effort is devoted on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capacity enabled by timely intelligence. From observation points, military aircraft that had been deployed to counter approaching aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: multiple launches targeted at a incoming threat. This was a advanced protection mechanism at work, presumably delivered by allied countries. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the approaching threat won't cause damage this time, preventing destruction from ruin and another blackout.

Persistent Threats

Soon after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly imported technology. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its destination.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and utility failures in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are clearly incapable to fill in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, certainly, continue.

Strategic Calculations

It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership operates on a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unfeasible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does minimal to deter Moscow, through statements or actions, from believing that the status quo will not change more in its favour in the near future.

Divergent Views

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but avoiding a total frontline collapse until conditions improve in its benefit.

Current Realities

Realistically, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
